Peru only made its first steps towards online betting regulation as the activity grew in popularity, especially during COVID-19. SUNAT is the tax authority that administers gambling-related taxes, and the Directorate of Casino and Slot Machines (DGJCMT) is a division in MINCETUR that handles online gambling authorisations.
No law is perfect, and Law No. 31806 adjusted the framework to make room for international casinos to enter the market and offer their services to locals.
It also brought clearer rules regarding compliance, taxation, and penalties on unlicensed betting action. Supreme Decree No. 005 - 2023 - MINCETUR brought technical standards, responsible gambling measures and an enforcement mechanism.

Current regulations
The first thing to understand is the regulatory authority behind the gaming market in Peru. There are three names you need to know:
MINCETUR (DGJCMT division) - Deals with licensing, approves labs, enforces sanctions and sets technical standards.
SUNAT - This is the tax authority that administers gambling taxes.
Superintendencia de Banca, Seguros y AFP (SBS) - This is the body responsible for AML/CFT compliance.
Based on these rules, every online casino and sportsbook operating here needs a MINCETUR licence. Licensing lasts 6 years, but can be renewed after that. At the start of 2026, 91 authorisations were granted, and there are about 50 active gambling platforms.
