Seven Southeastern European associations have launched the Balkan Gaming Federation to push back against unlicensed operators. Here's what it means for players.
Seven national gambling associations signed a cooperation agreement in Belgrade in March 2026 and launched the Balkan Gaming Federation. The associations concluded that acting alone against illegal casinos was no longer enough, in a region where licensed online casinos compete with sites holding no local permission at all.
Serbia, Bulgaria, Croatia, Romania, Montenegro, Bosnia and Herzegovina, and North Macedonia all signed. The administrative base will sit in Croatia. The first president gets elected in November 2026.
On one side, national gambling laws across the region keep tightening. On the other, unlicensed gamblingnetworks keep growing, and they move faster than the rules do.
Licensed operators say they're stuck in the middle. They argue that compliance costs climb every year while black-market sites operate with international reach, no tax bill, and no player-protection obligations.

Coordination is the federation's answer. Members will pool intelligence on illegal platforms, push enforcement bodies together instead of separately, and speak to governments with one voice.
A regional gathering is already being prepared. Regulators, operators, experts and policymakers will attend. The stated aim is to push past the surface-level conversations the industry says it has been having for years.
Which rules operators are pushing back on
Every market in the region has tightened up recently. Operators argue those measures are feeding the black market rather than shrinking it.
The three most-cited examples:
Romania - Restrictions on slot operations in smaller communities, plus new municipal authorisation requirements.
Bulgaria - Limits on gambling in smaller towns, stricter advertising rules, and an expanded self-exclusion framework.
Croatia - A wider overhaul covering tougher advertising rules, tighter player verification, and higher taxes.
Miloš Lalević of Montenegro's gaming association GPIS argues that licensed operators already spend heavily on responsible gambling, anti-money laundering, and consumer protection, only to be treated as a policy problem rather than a partner.
The claim that tighter regulation pushes players offshore is also the most convenient argument a licensed operator can make. It may describe a real effect, since players who leave regulated EU online casinos usually land somewhere with no licence at all, and it is still a lobbying position.
Why single-country enforcement keeps failing
Illegal operators route through international channels, which makes single-country enforcement slow and easy to sidestep. Players are often left to spot the difference themselves, which is why we keep a list of online casinos to avoid.
Gaming Compliance International puts Balkan online gaming channelisation at 11% for 2025. Illegal casinos and other unlicensed operators hold the other 89%. The data covers Serbia, Montenegro, Croatia, Bulgaria, Romania and Slovenia. Bosnia and Herzegovina and North Macedonia are not included, and Slovenia is not a federation member.
Filip Jelavić of the Croatian Gaming Association (HUPIS) says illegal gambling in the region is getting more organised, and that cross-border cooperation is now the only realistic counter.
The strategy on paper
The federation has set out four priorities:
Work with governments to balance tax revenue against player protection.
Partner with payment providers and regulators to cut off illegal operators at the transaction layer.
Share intelligence across all seven markets.
Coordinate with EUROMAT, the European Gaming and Amusement Federation, at meetings in Bucharest in September 2026.
November 2026 is the first real test
The federation elects its first president that month and launches the Balkan Gaming Awards in the same window.
The federation's launch doesn't make any unlicensed site safer, so check the licence before you deposit, and check where a complaint would go if the money doesn't come back. A licence in one market doesn't cover another.
That vote is also where the alliance gets tested. Seven associations agreeing on the diagnosis is straightforward. Seven associations agreeing on what to do about it, across seven different legal systems and tax regimes, is the harder part.
