Germany Raises Online Slot Stake Limit to €5 per Spin

Germany introduces higher slot stake limits under a new tiered system. The previous flat €1 cap has been replaced by a scale of €1, €3 and €5 for eligible players.

Germany has loosened one of the strictest gambling limits facing German online casinos by increasing the maximum stake under a new tiered system.

Since 1 July 2026, the flat €1 cap on online slot spins has been replaced by a scale of €1, €3 and €5, depending on a player's age and playing history.

Germany introduces a tiered stake system

For years, €1 was as high as players could bet per spin on online slots. That ceiling has now been moved, although not for everyone.

German gambling regulations only open the higher tiers to sites Germany's Joint Gambling Authority of the Federal States (GGL) has specifically authorised, and taking part is up to each operator.

That is the point of the change. The regulator wants players who currently play online slots offshore, where no stake caps apply, to have less reason to go there. However, no player protection rule has been relaxed to make room for it.

The previous €1 maximum stake applied to every player, regardless of age or playing history. Under the new framework, players under 21 will continue to face the €1 limit. Adults aged 21 and over can now stake up to €3 per slot spin.

Those who show no signs of harmful gambling behaviour for at least 90 days may qualify for a maximum €5 stake, and must keep that record afterwards to hold on to it.

The GGL introduced the new rules using powers granted under the Interstate Treaty on Gambling. It is the first time the regulator has used those powers to change slot stake limits since the market opened in 2021.

The GGL's player FAQ says the permission to go above €1 currently runs only until the end of 2027. The guideline behind it can be renewed, so the higher limits are not guaranteed to be permanent.

How Germany's slot limits compare to the UK

The €5 ceiling puts Germany close to Britain, but the two markets got there from opposite ends. UK online slots had no stake cap at all until 2025.

The UK Gambling Commission (UKGC) brought in a £5 limit per spin for all adults on 9 April, then split the age bands on 21 May, dropping 18- to 24-year-olds to £2. Both limits cover online slots only, not table games.

Both markets now use age to decide the limit. Germany draws its line at 21, the UK at 25. Germany goes one step further by adding a behaviour test on top.

Only players who have gone 90 days without warning signs reach the €5 tier. At UK online casinos, age alone decides it.

Industry welcomes the change

Industry figures see the decision as more than a simple stake increase. They argue it recognises a problem that has frustrated licensed operators since Germany launched its regulated market.

Entain, the company behind the bwin brand, expressly welcomed the decision. Simon Priglinger-Simader, senior regulatory affairs manager DACH at Entain and vice president of the German Online Casino Association (DOCV), described the move as "a positive signal for the regulated gambling market in Germany".

He added that authorities continue to review existing rules and make changes where needed to meet the objectives of the Interstate Treaty on Gambling. One of those goals remains directing players towards licensed, state-supervised operators instead of unregulated websites.

Priglinger-Simader also warned that overly strict regulations can produce the opposite effect. He said:

"Experience from recent years has shown that overly restrictive regulations lead players to resort to unregulated black market offerings, where neither German player protection standards nor official controls apply."

According to the GGL's 2025 market activity report, around 77% of online gambling activity already takes place through licensed sites. However, some licensees have questioned that number, since organisations measure channelisation in different ways.

Will higher limits work?

Nobody expects the higher limits to transform the market overnight. Operators are free to decide whether to offer the higher tiers at all, so players have no right to demand them and some sites may not switch them on.

As far as play limits go, German players still face a default €1,000 monthly deposit cap across all online gambling, and slots still carry a minimum five-second wait between spins.

Germany's responsible gambling framework is unchanged apart from the stake tiers. The latest change simply gives regulators another tool to test whether more players will choose licensed operators over offshore sites.
