How laws and regulations impacted Portugal's gambling market

An exploration of how online gambling regulations in Portugal have changed the online betting market and helped it grow.

Portugal’s online gambling market has been through some transformations over the past decade. What started in 2015 with the Regime Jurídico dos Jogos e Apostas Online (RJO) has now become one of Europe’s strongest players.

Now the country is balancing tight regulation with a rapidly growing gambling environment. For this purpose, new reforms heavily focused on player protection were introduced in 2026, starting with the country's first centralised self-exclusion programme.

A jump from legal uncertainty to market growth

Portugal's gambling regulations were more cautious back when the country first legalised the market. Operators had to apply for individual licenses for each type of game they wanted to offer.

Compliance obligations only included basic responsible gambling measures and AML protection. But this provided a stable legal environment and encouraged investments.

However, by 2025, it was not enough, as online casinos in Portugal started bringing in record revenues. Quarterly figures were surpassing €300 million.

Q2 of the year showed that online casinos in Portugal generated €287 million in gross revenue, which is a 10% year-on-year increase. By Q4, the revenues climbed to €323 million.

Portugal's casinos have become trusted destinations, and illegal operators were systematically blocked by the Serviço de Regulação e Inspeção de Jogos (SRIJ).

The growth is mainly driven by consumer demand, and partly by legal certainty. These record revenues and the fast-growing player base pushed the SRIJ to revisit the regulatory framework.

New 2026 reform package

At the beginning of the year, the SRIJ launched a public consultation to update the country's gambling regulations. The main goal is to expand betting options and, at the same time, minimise high-risk features in online casinos.

  • Centralised self-exclusion - The most significant update came in April 2026 with the launch of the centralised system for self-exclusion from casinos. For the first time, players can choose to suspend or revoke access to all licensed gambling sites via a single portal. It is accessible on mobile, and third parties like family members will also be able to initiate exclusion requests.
  • Sports changes – Sports betting will be modernised with new formats like combo bets, bet builders, and cash-out options formally recognised under Portuguese law. This will bring Portugal up to international betting practice standards. It also makes regulated platforms much more competitive.
  • Slot machines – More restrictions will be placed on online slots. More risky mechanics, such as bonus buy features and bet boosts, will be facing tighter controls. These changes aim to reduce the excessive losses and protect vulnerable players.
  • Advertising – Stricter rules are coming to ensure that gambling promotions steer clear of those who are vulnerable, and more emphasis is placed on responsible play.

This reform puts Portugal along with other European regions dedicated to responsible gambling.

The market worth watching

It’s no secret that Portugal aggressively enforces its gambling laws. The SRIJ stays on top of things and is quick to issue closure notices or domain blocks of unlicensed platforms.

This has the potential to draw in more players towards legitimate platforms, boost tax revenues, and reinforce trust and long-term loyalty in the legal gambling market.

That said, slot restrictions pose a real downside risk. There is a small possibility they could lead to reduced revenue, especially from high-risk players. In fact, it could very well lead many players to seek unrestricted slot mechanics from foreign operators.

Whether the player protection gains outweigh the leakage is a question the market will answer in the upcoming months. But overall, the 2026 reform package looks like a net positive for players.

There are more responsible gambling tools and betting variety, enhanced safeguards and tighter standards.
