New AGR Group Pushes for Regulated Online Gambling in Chile

Betano, Novibet and three other operators have launched the Responsible iGaming Association to speed up regulation of online gambling in Chile.

Five online operators have formed a new group to push Chile to regulate online casinos and sports betting. The move comes with the launch of the Responsible iGaming Association (AGR) on 28 July 2026, as lawmakers debate Bill No. 14,838-03, which could see a legal framework established for gambling in Chile.

Land-based venues in the Chile casino market are already licensed and regulated, while online platforms, from casino games to sportsbooks, still have no licensing regime at all.

The AGR in Chile and who's behind it

Operators involved in this move include:

Betano
Betsala
Estelarbet
Juegalo
Novibet

The Spanish name, Agrupación de iGaming Responsable, forms the AGR initials.

According to the group, it wants to work alongside the Chilean government. Its stated focus is consumer protection and keeping minors away from betting platforms.

Bill No. 14,838-03 was introduced in 2022. If passed, it would be Chile's first dedicated licensing framework for online betting.

So far, the Chamber of Deputies passed it in 2023. The Senate later approved it in principle by 27 votes to 3, with 5 abstentions. Since then, it's been in Senate committee, where senators are still working through amendments.

Why operators want rules now

According to AGR's Executive Director, Sandra Kemp, online casinos and sports betting in Chile are already a reality. She argues that a lack of regulation, or a ban, does not stop betting. It moves players to operators with no standards and no oversight.

Chile's tax authority (SII) has already started cracking down on unlicensed offshore brands. Since 15 July, 19% VAT is withheld on card payments and other payment methods used to pay operators the SII has flagged as non-compliant. This includes big names like Bet365 and PokerStars. It is a workaround, as the regulatory law hasn't passed yet.

Four of the five AGR members, Betano, Betsala, Estelarbet and Novibet, were among the 25 platforms that registered to pay VAT with the SII on 14 and 15 July.

Kemp said the group's goal is to prove that a segment of the industry wants to operate under strict rules rather than in a grey market.

AGR wants the industry to operate under a clear regulatory framework. This would allow responsible and licensed operators to prioritise the protection of the vulnerable and safeguard their users.

What does the AGR stand for?

The association lists seven guiding principles. It says they are binding commitments for current members and any operators that choose to join.

Protecting players, especially minors and vulnerable people
Clear, modern rules that push out illegal operators
Working with institutions and helping shape policy
Being open and fair, and stopping money laundering
Paying a fair share of tax
Communicating responsibly
Fighting illegal online gambling

The AGR wants to help shape the framework as the debate on the bill continues.

If the bill comes into effect, it would replace the current Superintendency of Gaming Casinos with a new Superintendency of Casinos, Betting and Games of Chance. This would give regulators real-time monitoring authority over all licensed platforms' bets, payments and financial flows. That would include everyday card payments like Visa and Mastercard, which many licensed sites accept.

The bill would set a 20% tax on gross gaming revenue, a 15% tax on user winnings and a 2% carve-out of sports betting revenue for national sports federations. For players, the winnings tax matters most. If it applies to gross winnings, a $1,000 win would lose $150.

The AGR used the regulations in Brazil, Peru and Colombia as regional examples alongside more established regulated markets like Canada, the UK and the EU.

Using H2 Gambling Capital data, AGR states that Chile's online gambling market already generates around $625 million in gross gaming revenue annually. That sum is estimated to reach $1.445 billion by 2030. The AGR's point is that any continued delay would be costly not just to consumers but also to the state.

When could gambling in Chile be regulated?

The bill still has a long way to go, so it may not pass before the end of 2026. The AGR's formation shows that active operators want regulatory clarity, including on licensing costs and tax obligations. They are also the operators who would apply for those licences.

The step to watch is the next committee vote. If the bill passes, players in Chile would get licensed online casinos with a regulator behind them, and tools like deposit limits. They would also pay tax on their winnings.
