UK ends GambleAware era as mandatory levy takes over

The UK replaces GambleAware funding with a statutory levy, reshaping responsible gambling across UK casinos and online gaming.

The United Kingdom has closed the door for GambleAware and has instead introduced a new, mandatory levy on UK casinos.

All licensed operators must now pay a fixed percentage of their revenue towards responsible gambling initiatives, replacing the long-standing voluntary donation model that had funded those services for years.

Why the change?

GambleAware had played an important role in the UK’s approach to safer gambling, especially from 2018 when it became the main commissioning body for treatment and research services.

The charity operated on voluntary funding from gambling companies, and that created some uncertainty around long-term budgets. Regulators argued that this system lacked consistency and accountability.

With the new levy, contributions from operators are set between 0.1% and 1.1% from their gross revenue, and authorities can guarantee stable funding for research, prevention, and treatment programmes. Around £120 million in annual contributions is expected to be distributed.

How the new levy system works

The contributions operators must pay under the new UK gambling regulations vary depending on the type of activity offered, with higher-risk sectors contributing more.

From the start of April this year, the Remote Gambling Duty also nearly doubled from 21% to 40%, significantly raising the tax burden on companies.

The new structure aims to improve transparency and access and requires responsible gambling tools, such as easier self-exclusion and services for help, to receive guaranteed funding from platforms.

Support meets concern in industry reaction

Many operators welcome this, and they accept the need for reform. However, some of them have raised concerns about increased operational costs and reduced flexibility, especially when you consider the raised taxes as well.

CEO of Welsh harms charity Deal Me Out, Jordan Lea, was critical of how the transition was handled:

“It was completely disorganised and unprofessional and put service users at risk. That’s not a good start to the system and not a good sign of things to come”.

Treatment providers have also flagged real gaps in continuity during the switchover. They are particularly confused about how to direct players requiring support.

One service provider raised concern about people already in crisis, “My concern today is for those people ringing. What do you do with these people who are at crisis end?” These responses show the uncertainty and standing issues within the sector as it adjusts to the new funding structure.

What this means for players

For regular players, these changes should make it easier to spot and use features for playing responsibly. All licensed sites by the UKGC will be required to put tools at the front, which means clearer self-exclusion options, spending controls, and easier access to support.

The goal is to ensure safer participation and make it simple for players to manage their behaviour. In any case, the next few months will be the real test of whether the changes work as intended.

A long-term shift for online gambling

GambleAware’s funding model coming to an end is a major turning point. The shift from voluntary contributions to a statutory levy marks a real change in how the UK approaches and funds gambling harm services, as choosing whether and how much to contribute is now over.

The Gambling Commission has taken control, including overseeing how the levy funds are distributed. As a result, players are to benefit from stronger protection and a more reliable support system.
