Major EU Regulators Meet at G7 Roundtable to Discuss Gambling Risks

The DGOJ and other major European regulators came together to discuss prediction markets, illegal gambling, and online advertising in iGaming.

In late May 2026, European gambling regulators came together for the G7 Regulators Roundtable in Rome to discuss problematic elements in the industry.

This session covered five main areas, including online advertising, payment systems, and player protection for EU online casinos, as well as prediction markets and illegal gambling.

The common thread across all of them was the same: national rules are struggling to keep pace with markets that operate across borders.

G7 Roundtable meeting

The Roundtable is a bi-annual meeting of all major European gambling regulators, including authorities from Germany, Austria, France, Italy, Portugal and the United Kingdom.

The edition was hosted by the Italian authorities in Rome on 22 May to bring European regulators together for a serious discussion on match fixing, prediction markets, gambling advertising, payment systems, and again, the fight against illegal gambling.

The Directorate General for Gambling Regulation (DGOJ), an agency of the Ministry of Social Rights, Consumer Affairs and Agenda 2030 of Spain, took part in the G7 Regulators meeting.

The DGOJ's presence reflects Spain's ongoing push to align its domestic framework for Spanish casinos with broader European enforcement priorities.

Prediction market focus

Prediction markets, or cross-bets, are digital platforms where you can buy or sell odds on predicting the outcome of future events. It generates prices that reflect the probability of the outcome.

There is a strong need for European regulators to harmonise their approach in terms of this digital phenomenon. Another point raised was about the potential risk of market manipulation and the lack of consumer protection.

Illegal gambling headache

If there’s one concern most regulators share, it’s illegal gambling and how it remains a pressing matter among European countries.

Many regulators are proposing new measures to strengthen their hand on the rise of illegal casinos. This includes creating better information-exchange mechanisms between the different jurisdictions, as was first initiated in Madrid’s previous meeting.

No specific new enforcement mechanisms were announced publicly, but regulators are evaluating the impact of the current measures, and the direction is clearly towards enhancing cooperation to tackle this issue.

The online advertising challenge

Gambling advertising, particularly the harder-to-police corners of it, was also a prominent discussion.

Some of the major problem areas here include indirect promotions via affiliate sites and odds comparison platforms. And the difficulty of monitoring cross-border advertising campaigns.

The primary goal right now is to develop stricter oversight and shared enforcement strategies that will successfully protect vulnerable players, especially minors.

Payment systems and player protection

The payments discussion centred on the structural differences between land-based and online transactions. They also looked at risks of fraud, money laundering, and weak player safeguards.

It's true that the Rome meeting didn't produce immediate decisions, as roundtables rarely do in general. But it did signal that regulators are moving towards more coordinated efforts on issues that previously were handled country by country.
